Shimla, Sep 4 (SocialNews.XYZ) Former Himachal Pradesh Chief Minister and Leader of Opposition Jai Ram Thakur on Friday said that the Comptroller and Auditor General (CAG) report, tabled in the state Assembly this week, has exposed widespread financial mismanagement and irregularities under the Sukhvinder Sukhu government.
In a statement, Thakur said the CAG report pointed to irregularities in online tendering, procurement, and tax collection, resulting in revenue losses to the state exchequer. “The government has failed miserably on every front, whether it is online tendering, transparency in procurement or tax collection. The state has had to bear the cost of these failures in the form of revenue losses,” the BJP leader said.
He said the Chief Minister should explain the reasons behind the lapses to the people of the state. He alleged that government decisions appeared to benefit a select few at the cost of the state exchequer and questioned who was benefiting from what he described as the government's “patronage”.
Thakur also raised concerns over the state's rising revenue and fiscal deficits, alleging that around Rs 438 crore was spent without budgetary allocation, while provisions amounting to Rs 673 crore were made for schemes without any actual expenditure. He said the “most serious irregularities” highlighted in the CAG report related to procurement and tendering through the e-procurement system for goods, services and works by government departments and public sector undertakings.
He also questioned whether this represented the “systemic change” promised by the Sukhu government, alleging that a select group was being allowed to use departmental resources to participate in tenders and secure contracts. On the issue of government appointments, Thakur welcomed the order cancelling a key appointment and appointing an eligible candidate in its place. He said the development had curbed what he termed the government's arbitrary functioning.
Thakur alleged that the Chief Minister's claim of “systemic change” was being undermined by decisions on appointments and other matters. He claimed that several government decisions were not standing the test of fairness and justice and accused the Chief Minister of favouring his associates.
“The Chief Minister should mend his ways and function within the framework of the Constitution instead of resorting to dictatorial conduct,” Thakur added.
